Ombudsman RI discovered luxury housing facilities at the Cibinong Class IIA Prison in Bogor, West Java. Investigators identified over 10 buildings resembling apartments or villas, equipped with amenities such as air conditioning, kitchens, televisions, refrigerators, and even a golf simulator. Some reports indicated that high-profile inmates paid fees to access these VVIP accommodations, with allegations of weekly extortion fees of approximately Rp150,000. During the inspection, investigators also reportedly found alcoholic beverages and encountered resistance from prison staff. Following a direct inspection by Minister of Immigration and Correctional Services Agus Andrianto on September 25, 2026, the Ministry of Immigration and Correctional Affairs (Kemenimipas) suspended five officials, including the head of the Cibinong Class IIA Prison, Wisnu Hani Putranto. The suspended group also includes the Head of Security and Order, the Section Head for Inmate Development, the Section Head for Security and Order, and the Head of General Affairs. The Directorate General of Corrections has launched an internal investigation involving approximately 90 people to reconcile discrepancies between Ministry findings and Ombudsman reports. This investigation has examined 55 inmates, including former police official Ferdy Sambo, and 35 employees. While the Directorate General of Corrections stated that some identified buildings serve as official staff residences or assimilation facilities, the Ombudsman and members of the Indonesian House of Representatives (DPR) have raised concerns regarding potential corruption and preferential treatment.
