Malaysia AUKU repeal and higher education reform
Overview
Prime Minister Anwar Ibrahim announced the Malaysian government’s intention to repeal the Universities and University Colleges Act 1971 (AUKU). The decision follows long-standing dissatisfaction among students regarding certain provisions and a desire for greater freedom on campus.
Reactions have been largely supportive from academic and student groups. The G70 Professors Organization and various student representative councils, such as those from Universiti Utara Malaysia, have welcomed the move as a step toward enhancing institutional autonomy and academic freedom. Muhammad Syahmi Iman Muhammad Rezal, President of the Student Representative Council at Universiti Utara Malaysia, emphasized that the repeal must be accompanied by ‘democratic, transparent, and accountable administrative mechanisms’ to ensure integrity.
As the government prepares to present a new bill in Parliament this year, Prime Minister Anwar Ibrahim has provided assurances that the new laws will not be restrictive or suppressive toward student movements. He stated that the focus will be on the administration and management of universities, maintaining that individuals aged 18 and above should be granted ‘full trust as adults capable of learning from their mistakes.’
However, officials have clarified that the repeal does not grant absolute freedom. Students will remain subject to criminal laws and the specific internal regulations of their respective educational institutions. Stakeholders continue to stress that the transition requires a robust governance framework to balance student autonomy with accountability and protection from external political interests.
