Malaysia-China bilateral cooperation expansion

Malaysia and China have entered into several agreements to strengthen bilateral cooperation across various sectors.

In August 2026, Malaysia signed two Memorandums of Understanding (MoU) aimed at enhancing food security and trade within the ASEAN framework and with China. These agreements focus on facilitating the trade of agricultural and forestry products, encouraging private sector investment, and promoting sustainable resource conservation.

By late September 2026, the cooperation expanded into the transport sector. During a visit to Beijing, Malaysia and China signed an MoU on Transport Cooperation covering land, rail, maritime, air transport, logistics, and green technology. Additionally, the Civil Aviation Authority of Malaysia (CAAM) and the Civil Aviation Administration of China (CAAC) signed an agreement to enhance civil aviation safety standards and aeronautical services.

This diplomatic expansion occurred amidst domestic political shifts in Malaysia. Transport Minister Anthony Loke Siew Fook resigned from the Malaysian Cabinet in protest against the conditional royal pardon granted to former Prime Minister Najib Razak. Loke described the resignation as a strategic move by the Democratic Action Party (DAP) to “register dissent without triggering a full political crisis.” Prime Minister Anwar Ibrahim has urged Loke to reconsider, stating that Loke “had done nothing wrong” and expressing respect for the party’s principles regarding corruption.
