Malaysia and Singapore intensify illicit tobacco crackdowns

Overview

In late July 2026, Malaysian authorities intensified operations against the illicit tobacco trade. On 26 July, the General Operations Force seized 200,000 untaxed white cigarettes in Kelantan after a driver lost control of a vehicle, prompting a manhunt for the owner. Investigators recovered contraband worth roughly RM374,000.

On 30 July, coordinated raids in Sarawak and Sabah yielded further results. In Bau, Sarawak, police and customs seized duty-unpaid cigarettes and alcohol valued at approximately RM92,000, leading to the arrest of an 18-year-old employee. Simultaneously, in Tenom’s Kampung Amboi, Sabah, the Sabah Police Marine Unit and Department of Internal Security captured 134,600 untaxed cigarettes worth over RM167,520; the suspect guarding the site fled, prompting a manhunt.

Regional enforcement remains high. On 22 July, Singapore’s Immigration & Checkpoints Authority intercepted over 12,800 cartons of duty-unpaid cigarettes concealed in a Malaysia-registered lorry at the Tuas Checkpoint, resulting in the arrest of a 31-year-old driver.

By mid-August, the scale of smuggling attempts became increasingly massive. The Royal Malaysian Customs Department intercepted multiple shipments with total values, including duties and taxes, exceeding RM38 million. In Klang, authorities discovered 48.78 million sticks of undeclared cigarettes in four transshipment containers, valued at RM3.902 million in goods and RM33.658 million in unpaid taxes. Additionally, at the Kuala Lumpur International Airport Free Trade Zone, officials seized 1.53 million cigarettes that had been disguised as bed linen and slippers to evade detection.
