The de‑classified Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji (2014‑2020) exposed governance failures, political interference and accounting irregularities that produced an estimated RM10 billion loss. The report revealed that in 2017, the institution faced a net loss of RM1.4 billion despite reporting a profit of RM3.4 billion, necessitating a RM10 billion government financial injection in 2018 to prevent insolvency. Criminal investigations by the Malaysian Anti‑Corruption Commission (MACC/SPRM) have intensified. A former minister’s remand has been extended by a Putrajaya magistrate until September 8 to assist inquiries regarding the leasing of a hotel linked to Tabung Haji in Saudi Arabia. Other key areas of the probe include the Al Rawda property leases, a 30 percent stake in Putrajaya Perdana Berhad, and investments in TH Marine, TH Alam, and TH Alam Management totaling RM334.2 million. MACC Chief Commissioner Datuk Seri Abd Halim Aman has emphasized that the agency will operate “without fear or favour,” regardless of the status or influence of those involved, to maintain public trust. Former PKR Vice President Tian Chua has suggested that legal actions regarding government-linked companies like Tabung Haji should be viewed as efforts to protect public funds rather than political strategies. In response to the RCI findings, Tabung Haji reported it has implemented 19 of the 25 recommended reforms, representing a 76 percent completion rate. These measures aim to strengthen governance, integrity, liquidity, and institutional risk management. Former Auditor-General Tan Sri Dr Madinah Mohamad clarified her role in the RCI proceedings, stating she attended solely due to a subpoena on June 3, 2022. She denied claims of improper entry, noting that Dr Mona Othman, a former Deputy Director of Financial Audit, was merely standing by to provide technical assistance.
