The Court of Accounts of Mato Grosso (TCE-MT) continues to refine fiscal oversight and administrative training. To bolster compliance, TCE-MT President Sérgio Ricardo expanded training programs through the Superior School of Accounts, aiming to train 1,500 public servants by 2026 via a Virtual Learning Environment developed with the Federal University of Mato Grosso. The court has also implemented regulatory updates, such as a new rule for calculating the ‘duodécimo’ and expanded cooperation with the Federal Revenue Service to prevent irregularities. Recent efforts have focused on digital standardization and data collection. The TCE-MT approved a bill to mandate the use of Siafic-MT, a free unified accounting software, across all municipalities to ensure compliance with Federal Decree No. 10,540/2020. Additionally, all 142 municipalities in the state achieved 100% participation in the 2025 Municipal Management Effectiveness Index (IEGM), providing a diagnostic of public policies in health, education, and fiscal management. In municipal reviews, the TCE-MT issued favorable preliminary opinions for the 2025 accounts of Primavera do Leste, Apiacás, and Juruena, noting compliance with constitutional minimums for education and health. However, the court has also taken corrective actions, such as suspending a bidding process in Lucas do Rio Verde due to a lack of technical motivation for conducting an in-person rather than electronic session. Furthermore, while approving the 2024 accounts for Metamat with a R$ 20.8 million surplus, the court recommended fines for former executives due to administrative irregularities, including unbidded service contracts. More recently, the TCE-MT suspended a R$ 2.18 million tender for playgrounds in Sapezal due to suspected brand favoritism. The court also halted a bidding process and contract in Lucas do Rio Verde concerning the management of impounded vehicles, ruling that the municipality failed to provide valid justification for utilizing a physical rather than electronic format.
