The Election Commission of India initiated a Special Intensive Revision (SIR) in the North Garo Hills district of Meghalaya to verify voter identities. Initially, 34,730 voters were flagged for discrepancies or absence from 2005 rolls, with verification processes beginning in mid-August across 190 polling stations. Following unrest and a Khasi Students’ Union rally in Shillong, Chief Electoral Officer BDR Tiwari extended the deadline for filing claims and objections from September 4 to September 18. By the time of the extension, officials had conducted 129,298 SIR hearings, identifying 297 ineligible electors. The CEO stated that no names would be removed from the draft roll without due process, including individual inquiry and a reasoned speaking order. As the 2026 SIR progressed, Chief Electoral Officer Dr. BDR Tiwari reported that 384 electors had been declared ineligible following scrutiny and hearings. Out of 2,169,243 electors in the Draft Electoral Roll, 651,735 individuals were identified for scrutiny due to mapping discrepancies or being in the ‘No Mapping’ category. By mid-September, the state had completed 82.31% of required hearings. Cabinet Minister Sunbor Shullai defended the SIR, stating it is essential to prevent illegal immigrants and ineligible individuals from exercising voting rights, while accusing the Congress party and the INDIA bloc of spreading misinformation regarding the Election Commission of India. By October, Chief Electoral Officer Dr. BDR Tiwari announced that 95.35% of notice hearings were complete. The revision identified 2,641 ineligible electors, 406 duplicate entries, and the removal of two foreigners in Mawsynram. Of the 21.69 lakh electors in the draft roll, 20.86 lakh have been cleared for the final list. The final electoral roll is scheduled for publication on October 26, after which a special enrolment drive will be conducted for first-time and left-out voters.
