In July 2026, Uruguay reported a 4% year-on-year increase in export volume, reaching US$1.219 billion. Beef led the market with US$280 million in sales, followed by cellulose and dairy products. Major buyers included the European Union, China, and Brazil. Regarding the ~~Mercosur‑EU~~ Mercosur–EU agreement, Uruguay recorded US$13.8 million in exports during the first twelve weeks of its application between May 4 and July 26, 2026. These 6,413 tons of shipments generated approximately US$2.1 million in tariff savings. The export basket was primarily agro-industrial, consisting of beef (41%), citrus (22%), honey (11%), and rice (10%). The Netherlands received half of the total value, with Spain emerging as the second-largest European destination. Significant reductions in market protection were noted, such as beef protection dropping from 20.7% to 5.1%. To assist exporters—particularly micro, small, and medium-sized enterprises—Uruguay XXI launched a digital portal providing technical information on tariffs, quotas, and EU regulations. Concurrently, Argentina's Senate Foreign Relations and Worship Committee has moved forward with deliberations on the ~~Mercosur‑EFTA~~ Mercosur–EFTA free-trade agreement. Ministry officials presented the treaty, emphasizing that it would provide greater legal certainty and expanded access to approximately 15 million high-income consumers through expected tariff reductions. As these agreements impact regional trade, tensions have emerged regarding the distribution of export quotas. In Paraguay, the Unión de Gremios de la Producción (UGP) has warned that unilateral EU regulations could threaten national production. The UGP is advocating for an equitable division of the 25% export quotas granted by the EU, proposing they be split equally among Argentina, Brazil, Paraguay, and Uruguay to ensure future export capacity.
