Following the August 2026 settlement between Meta Platforms and a coalition of 47 U.S. states, Washington D.C., and three territories, the industry is seeing a shift toward increased age assurance efforts. To comply with the agreement and address claims that Facebook and Instagram were designed to be addictive to minors, social media companies are exploring technologies to distinguish between adult and child users, such as artificial intelligence and government-issued IDs. In California, legislative developments include Assembly Bill 1856, which exempts open-source operating systems from the state’s Digital Age Assurance Act. Recent updates have revised the projected financial scale of the landmark settlement, which may now reach up to $18 billion. Meta has agreed to pay penalties totaling between $17.1 billion and $18 billion over the next decade. While Meta is required to pay at least $12 billion, an additional $5 billion is contingent upon competitors—including TikTok, Snapchat, and YouTube—adopting similar restrictions. Under the agreement, Meta must implement significant product changes for users under 18, including a cumulative two-hour daily usage limit, a nighttime block from midnight to 6:00 AM, and the silencing of notifications during school hours. New provisions also include productivity breaks to interrupt continuous scrolling every 60 minutes. Meta must also hide ‘like’ counts by default, restrict beauty filters that promote extreme makeup or plastic surgery, and strengthen age verification processes. While the settlement resolves government-led claims, it does not provide direct compensation to individual families. Critics note that the settlement does not restrict Meta from collecting data from young users or using that data to serve targeted advertisements, leaving its core surveillance-based advertising model largely intact. Regulatory pressure is expanding internationally. In Germany, officials and media pedagogues are calling for stricter regulations to shield children from digital harms.
