Meta is implementing significant structural and financial changes to its WhatsApp Business platform. The ‘Account Model Evolution’, effective September 23, allows a single phone number to be linked to multiple parallel integrations—such as API connections, Business Solution Providers, and Meta Business Suite tools—each with independent billing. Migration for existing accounts runs until October 15, though small-scale users operating solely via mobile devices are not required to make changes. Meta is clarifying its multi-layered cost structure. While the basic WhatsApp Business App remains free, businesses requiring automation or CRM integration must utilize the paid WhatsApp Business Platform (API). API costs are determined by Meta’s fixed per-message rates, which vary by category—marketing, utility, authentication, and service—and by destination country. Additionally, businesses incur fees from Business Solution Providers (BSPs) who manage API connections. New pricing structures are being introduced for AI and service interactions. As of August 1, 2026, Meta began charging for its Meta Business Agent AI platform, with billing based on token usage. On October 1, 2026, Meta will end free customer service responses, transitioning to a model where every individual message within the standard 24-hour window—whether from human agents, chatbots, or third-party AI—incurs costs. In a parallel development, WhatsApp is testing features to become a feature in its more open, AI-centric platform. This includes an Android beta version (2.26.35.3) that allows users to integrate up to five third-party AI agents directly agents—such as those from OpenAI, Google, and Anthropic—directly into the platform app via custom API keys. These agents, which could include services from providers like OpenAI, Google, and Anthropic, are managed through a new ‘Agents’ section in the app settings. To maintain privacy, these agents operate in individual sandboxes within standalone chat threads, though these specific conversations are not protected by WhatsApp’s native end-to-end encryption because third-party servers must process the data. WhatsApp advises users that AI responses may be inaccurate.
