Mexican law enforcement operations against cartel leaders

Overview

Mexican security forces have conducted high-profile operations targeting key figures within organized crime groups. In Mexicali, Baja California, authorities arrested Israel Leonel Trigueros Muñoz, known as ‘El Isra’. He is identified as a regional operator for ‘Los Rusos’, an armed wing of the Sinaloa Cartel’s ‘Los Mayos’ faction. Trigueros Muñoz is linked to the August 2026 kidnapping of singer Enghles Aralp Gastélum Cartagena, also known as ‘El Gordo Gadaffi’, as well as an armed attack against a state intelligence official in 2024 and the killings of two agents in June.

In a separate coordinated operation in Iguala, Guerrero, the Army and National Guard arrested Samuel ‘N’ and two others. Samuel ‘N’ is identified as a regional leader and financial operator for the ‘Los Tlacos’ group. It has been noted that he previously served as the Oficial Mayor of the municipality of Copalillo. The group allegedly extorted local merchants by forcing the purchase of basic grocery products under threat. This operation, conducted as part of the ‘Estrategia Nacional contra la Extorsión’, resulted in the seizure of weapons, drugs, and cash.
