Latin American municipal incentives expand, water discounts

Throughout July and August 2026, municipal authorities across Latin America implemented various tax incentives, debt amnesties, and discount schemes to boost revenue and provide household relief. In Mexico, programs expanded significantly. Chihuahua offered an 80% reduction on property-tax penalties in July and August, while its Urbanization Council launched a program through 2027 to recover pavement fee debts via 100% surcharge waivers. In Morelia, Michoacán, a scheme running until late December provides up to 90% off fines and eliminates pre-2021 property debts. Saltillo implemented July incentives for various municipal fees, including garbage collection and transit services. In Torreón, homeowners can access up to 70% discounts on property taxes. Mobile treasury initiatives in Hermosillo and Ciudad Juárez brought services directly to neighborhoods and impound lots to facilitate debt regularisation. Hermosillo’s “Dando y Dando 2026” program continues through August 31, offering program, which offers property tax relief in exchange for school supply donations. donations, has collected more than 5,800 items including backpacks, notebooks, and calculators. These donations were delivered to DIF Hermosillo to support vulnerable youth. Agua de Puebla’s “Regularízate” campaign also runs through August, offering 40% reductions on water bill principals for long-term arrears. Regional efforts extended beyond Mexico. In Bolivia, Tarija extended its tax-free payment deadline to 6 August. In Chile, 25 municipalities in the Valparaíso region, including Rinconada, region allow taxpayers to settle July obligations without fines until 30 October. In Colombia, Montería and Neiva offered 5% early-payment discounts for property taxes, discounts, while Argentina’s Neuquén municipality extended deadlines into mid-August with discounts up to 25%.
