Regional authorities in Mexico are implementing various legal and digital reforms to improve urban development, administrative efficiency, and housing access. In the State of Mexico, the government has introduced legislative reforms and technological tools, such as the EVIE 2.0 platform and the Pulsar tracking tool, to streamline urban procedures and stimulate real estate investment. New reforms to the Housing Law have also been published to strengthen social housing policies and provide a more robust legal framework for the state’s rental market. Building on these efforts, the Secretariat of Urban Development and Infrastructure (Sedui) recently presented updates to Coparmex Metropolitano aimed at increasing legal certainty for investors. These measures include the simplification of administrative procedures and the digitalization of the State Impact Assessment through the EVIE 2.0 online platform. Furthermore, recent modifications to the State Impact Commission Law and the Administrative Code of the State of Mexico are intended to improve territorial planning and project management. In Morelos, authorities are utilizing a new digital platform for regulatory consultation to provide legal certainty and streamline administrative processes. Meanwhile, in Quintana Roo, a construction regularization program in Cancún has offered fine waivers and technical assistance to property owners, resulting in significant savings for participants as officials consider extending the initiative to reach more informal settlements.
