Discussions regarding Mexico’s 2027 Federal Expenditure Budget Project (PPEF) have highlighted contrasting outlooks for different sectors. Civil society organizations, including Greenpeace México and the Mexican Center for Environmental Law (CEMDA), have warned of significant budget shortfalls for marine protection. They report that proposed funding for the National Commission of Aquaculture and Fisheries (CONAPESCA) and the Mexican Institute for Research in Sustainable Fisheries and Aquaculture (IMIPAS) meets only half of the requirements for protecting marine environments. Critics noted that CONAPESCA’s proposed budget is less than half of its 2018 allocation, creating risks for food security and climate commitments. In contrast, the Commission for Civil Protection and Disaster Prevention has approved its opinion on the 2027 budget, determining that resources for disaster management are sufficient. The plan includes substantial increases in operating expenses for the National Civil Protection Coordination and the National Center for Disaster Prevention. Furthermore, the Ministry of Finance and Public Credit announced the renewal of the 2026-2027 Catastrophe Insurance, which doubles the insured sum to 10.4 billion pesos. Regarding transportation, the Mobility Commission of the Mexican Chamber of Deputies has issued a favorable opinion on the PPEF, introducing ‘Annex 32’ titled ‘Actions for Mobility and Road Safety’. This annex identifies 175,045 million pesos, though the Commission clarified this is not new funding but an aggregation of existing resources across nine budgetary branches. Most of these funds are concentrated in Infrastructure, Communications and Transport, National Defense, and Public Education. The annex is intended to establish a baseline for tracking public spending and evaluating performance through quarterly reports.
