In early 2026, Mexico enacted a federal General Law of Circular Economy, requiring states to align their statutes by 20 July 2026. By 10 July 2026, the governor of Tamaulipas presented a 46-article state initiative. On 3 August 2026, Congress convened a forum to review a draft overhaul of the 1988 General Law of Ecological Balance and Environmental Protection (LGEEPA). Led by Deputy Jesús Martín Cuanalo Araujo, the forum examined how to address climate change, biodiversity loss, water pollution, and soil degradation by incorporating circular-economy schemes, measurable restoration indicators, and adaptive mechanisms for severe weather. The proposal seeks to shift from punitive measures toward objective metrics, increase financial penalties, and make remediation mandatory. The following day, the Permanent Board of the Tamaulipas State Congress approved a draft State Circular Economy System and Program, which now awaits full congressional approval. In San Luis Potosí, the Permanent Board received proposals for a Circular Economy law alongside transparency and data-protection statutes, which were referred to commissions for analysis. In August 2026, Semarnat presented a comprehensive redesign of LGEEPA. Subsecretary Iliana Villalobos Estrada and Secretary Alicia Bárcena emphasized a shift toward treating nature as essential economic infrastructure. The reform introduces strategic environmental assessments and conservation tools aligned with the Kunming-Montreal Global Biodiversity Framework, such as terrestrial and marine corridors and biocultural landscapes. It also strengthens the 2025 national ecological restoration program to achieve net-zero deforestation by 2030. To support these efforts, Bárcena announced a National Reforestation Day to plant approximately 6.7 million trees across all 32 states and Mexico City. On 26 August 2026, President Claudia Sheinbaum signed an initiative for the General Law of Ecological Protection and Environmental Justice to be sent to the Chamber of Deputies.
