Mexico is implementing various regulatory and institutional measures to expand financial inclusion and modernize its payment landscape. Initially, the National Banking and Securities Commission (CNBV) introduced simplified bank accounts for small businesses that do not require a Federal Taxpayer Registry (RFC) to open. This measure aims to lower barriers for informal businesses. Additionally, the CNBV authorized the fintech company Conekta to operate as a direct non-bank acquirer, allowing it to connect directly to card networks. Efforts have since expanded through federal and regional initiatives. The Financiera para el Bienestar (FINABIEN) has established a network of over 1,700 branches to serve rural, indigenous, and high-marginalization areas, focusing on productive financing and remittances. Concurrently, regional microcredit schemes, such as those in the municipality of Centro, are providing formal loan alternatives to local merchants and women entrepreneurs to reduce reliance on high-risk lenders. Newer developments focus on strengthening credit access for Micro, Small, and Medium-sized Enterprises (MSMEs). Nacional Financiera (Nafin) and Concanaco Servytur have entered a collaboration to provide credit, guarantees, factoring, and training to family businesses. A pilot program utilizes large companies as anchors to help MSMEs access productive chain instruments. Nafin reported operating 23.4 billion pesos in supplier factoring between January and October 2026. Additionally, regional efforts like the ‘+Capital’ Financing Fair in Sinaloa continue to target MSME credit access, following a previous Culiacán edition that saw applications exceeding 300 million pesos.
