In August 2026, Mexican President Claudia Sheinbaum criticized the National Electoral Institute (INE) for its proposed 2027 federal election budget, describing the 36.119 billion peso request as “exaggerated.” Sheinbaum argued the budget should be based on 2024 costs adjusted for inflation, whereas the INE defended the increase by citing a growing electoral roll of over 102 million voters and an increase in polling stations. By September 2026, the INE addressed reports of a 68 million peso discrepancy within its Real Estate Infrastructure Program for 2025–2027, clarifying it was an “arithmetic discrepancy” in a financial report annex. The institute also issued fines totaling approximately 2.86 million pesos to the Morena, Movimiento Ciudadano, and PVEM parties for irregularities such as improper affiliations, and dismissed a complaint from Movimiento Ciudadano regarding the potential personalized promotion of the President in government social media posts, ruling the content was “purely institutional.” Controversy intensified regarding the INE’s protocol for handling “boletas planchadas” (unfolded ballots) that lack physical creases. While the INE initially stated these ballots would be placed under administrative reserve for individual analysis by District Councils, President Sheinbaum expressed reservations that the guidelines could allow for irregularities. Following legal challenges from the National Action Party (PAN), PRI, and Movimiento Ciudadano, the Superior Chamber of the Electoral Tribunal of the Federal Judiciary (TEPJF) issued a unanimous ruling on October 7, 2026. Magistrate Felipe de la Mata Pizaña ordered the INE to invalidate these ballots, noting that because ballot dimensions exceed the width of the ballot box slot, it is “physically impossible” to deposit a ballot without folding it.
