Mexico maize price subsidy dispute

In late July 2026 tortilla manufacturers warned that the National Maize‑Tortilla Agreement, signed the previous year, was at risk of being abandoned. They cited the failure to deliver promised credit lines and preferential corn prices, noting that only a tiny fraction of tortilla shops had enrolled and that the targeted 5 % price cut had been dropped. Prices for tortillas rose sharply, prompting the sector to draft a joint letter to President Claudia Sheinbaum demanding concrete action.

A few days later, maize growers in Tamaulipas staged a peaceful protest outside the state government palace, asking that the state be added to the federal corn support program that currently benefits producers in other regions. The farmers highlighted soaring input costs and a steep decline in corn market prices, which they said had eliminated profitability despite a normal planting season. Their demands focused on receiving subsidies comparable to those offered elsewhere.

Both episodes illustrate growing tension between Mexican agricultural stakeholders and the federal and state governments over the implementation of price‑stability measures for maize and its staple product, tortillas. The disputes have moved from concerns about the execution of a national agreement to broader calls for inclusion in subsidy schemes, underscoring persistent challenges in delivering promised agrarian reforms.
