Microsoft has released its 2026 Responsible AI Transparency Report, marking its third annual publication on the subject. The report emphasizes the emergence of “agentic AI”—systems capable of autonomous decision-making and multi-step task execution—and the need to address a complex global regulatory environment. To manage these advancements, Microsoft has redesigned its Responsible AI Standard to align with its technology stack, specifically differentiating requirements for AI models, platform services, and applications. The company is transitioning from one-time assessments toward a model of continuous supervision and ongoing monitoring of generative AI systems and autonomous agents. Technical safety initiatives include the introduction of new tools such as the AI Red Teaming Agent, RAMPART, and ASSERT, as well as the formation of an External Red Team Alliance involving 18 universities globally. Furthermore, Microsoft announced that M365 Copilot, the Foundry platform, and GitHub Copilot have achieved ISO 42001 certification, an international standard for AI management systems. Building on these foundations, Microsoft is shifting its AI governance strategy from advisory policies toward enforceable, technical runtime controls. This framework aims to provide measurable security across identity, data, runtime, gateways, and monitoring to support the deployment of autonomous agents in production environments. The architecture utilizes nine governance domains and integrates services like Microsoft Foundry, Purview, Entra ID, and Defender to create runtime boundaries for authentication and policy execution. This approach includes an AI gateway for centralized management and provides managed service providers with tools to manage agent sprawl and implement human-in-the-loop requirements for high-risk actions.
