The car-sharing landscape in Milan and the broader Lombardy region is undergoing a significant transition. Following the announcement that E-Vai will terminate its private car-sharing services for commuters and the general public in September 2026 due to unsustainable energy and fuel costs, the city has moved to restructure its shared mobility market. The Municipality of Milan has launched a new tender to select operators for free-floating car-sharing services, with authorizations valid until November 30, 2030. This initiative aims to modernize shared mobility in response to changing urban habits and the evolution of the automotive market. To promote sustainability, the tender introduces a fee system based on vehicle emissions. Operators using fully electric vehicles, vehicles with emissions below 20g of CO2, or those equipped for people with disabilities will be exempt from monthly fees. Conversely, fees will increase progressively for more polluting vehicles, reaching a maximum of 200 euros for those with emissions exceeding 121g of CO2. The plan focuses on expanding service coverage beyond the city center into peripheral areas and surrounding municipalities to better integrate with public transport. Operators are expected to ensure 24-hour availability, rapid response times for vehicle removal or reporting, and the implementation of private parking stalls. Additionally, the city seeks full integration with Mobility as a Service (MaaS) platforms and digital monitoring systems. As E-Vai prepares to cease operations for private customers across Lombardy on September 1, the decision has triggered political disputes in Brescia. Opposition members have criticized the shutdown as a “strategic failure” for sustainable mobility, while local officials have defended the administration, stating the municipality is a “wronged party” regarding the contract, which was intended to run until February 2028. Brescia Mobilità is currently evaluating potential damages and exploring alternative solutions.
