Moeve, formerly known as Cepsa, has initiated a series of strategic moves to advance its ‘Positive Motion’ strategy and decarbonization efforts. In late September 2026, the company announced a management reorganization to increase agility ahead of a planned merger with Galp. This restructuring reduced the management committee from ten to eight members and established two primary divisions: ‘Operations’, led by Robin Mooldijk, and ‘Commercial’, led by José María Solana. In October 2026, Moeve entered into an industrial alliance with the ENSO group to accelerate decarbonization by developing renewable energy alternatives, such as biomass and green gases, to replace fossil fuels in energy-intensive sectors like chemicals, food and beverages, and paper production. The partnership focuses on converting biogas plants into biomethane production and potentially developing e-fuels using biogenic CO2. ENSO CEO Elías Hernández noted that the alliance combines their bioenergy infrastructure expertise with Moeve’s market reach. Specific technical goals of the partnership include replicating ENSO’s model from its Garray plant to adapt boilers at Moeve’s refinery in Huelva. The collaboration aims to facilitate industrial energy transitions through co-investment frameworks, allowing companies to upgrade infrastructure without relying solely on their own balance sheets. Moeve may also act as a prospective off-taker for the produced green molecules. During the same period, Moeve’s strategy and sustainability director, Jaime Cifuentes, advocated for the role of ‘green molecules’—including second-generation biofuels and green hydrogen—in the energy transition. Speaking at the CREO Forum, Cifuentes argued that these molecules are essential for sectors that are difficult to electrify, which represent approximately 33% of European Union emissions, citing their advantages in energy density, storage, and transportability.
