Moldova healthcare system reform and international alignment

Overview

Moldova is implementing broad healthcare reforms focused on reproductive health, disease prevention, and alignment with European standards.

In September 2026, the government approved a national program for sexual and reproductive health for 2026–2030. This initiative aims to reduce maternal mortality by approximately seven times and decrease neonatal deaths by one-third by 2030. The program includes the introduction of electronic pregnancy records, updated neonatal care protocols, and efforts to lower cesarean section rates. It also seeks to expand funding for in vitro fertilization (IVF) to increase beneficiaries from 37 to 1,000 by 2030.

By October 2026, the focus expanded to international cooperation. The Health Minister met with the World Health Organization (WHO) to discuss preventing non-communicable diseases, such as diabetes and cancer, through enhanced primary medical assistance and health promotion. Additionally, discussions with the Council of Europe focused on aligning national health policies with European standards to support EU accession. This includes developing a national strategy on drugs and addictions, transferring penitentiary medical services to the national system, and regulating patient rights in mental health institutions.
