Moldovan agricultural and fiscal crisis

Overview

The Moldovan agricultural sector is facing significant economic instability driven by rising production costs and proposed fiscal changes. In late September, the Union of Sugar Producers of Moldova (UPZM) warned of a potential industry collapse if Parliament approves a Value Added Tax (VAT) increase from 8% to 20%. Producers noted that this hike, combined with high energy costs and unregulated imports from Serbia and Belarus, could increase retail sugar prices by 11% and jeopardize over 130 million euros in European investments.

By late October, the crisis expanded to include producers of cereals and oilseeds. Agricultural associations issued an ultimatum for government support by October 30, threatening protests using heavy machinery. Farmers reported a deepening financial crisis caused by nearly doubling diesel prices and substantial increases in the costs of fertilizers, electricity, and spare parts. Additionally, producers cited logistical hurdles, such as low water levels in the Danube, and requested an extension of import licensing for wheat, corn, and sunflower to prevent local insolvency caused by cheaper Ukrainian imports.
