Moldovan authorities have engaged in several high-profile legal and law enforcement actions involving organized crime and international fugitives. Prosecutors moved to trial a group accused of planning four contract killings in Kyiv, Ukraine. The alleged plot targeted a military officer, a journalist, a state enterprise leader, and a public administration representative using cryptocurrency for payments and disguises to monitor targets. Law enforcement in Moldova and Ukraine intervened, seizing weapons and explosives. The Prosecutor's Office for Combating Organized Crime and Special Cases (PCCOCS) noted the group planned to use 400,000 USD for the hits. In related developments, Moldova has facilitated the extradition of several individuals. Following court decisions in Chișinău, Moldovan border police extradited two INTERPOL fugitives: a 56-year-old man wanted by Romania for cigarette smuggling, who was handed over at the Leușeni–Albița border point on October 15, and a 36-year-old Kyrgyz Republic citizen wanted for fraud. Additionally, convicted murderer Iurie Radulov Radulov, also known as ‘Babior’, has been extradited from Turkey to Moldova. Following his detention in Istanbul on October 5, 2026, through a coordinated operation involving Turkish intelligence (MIT), Istanbul Police, and INTERPOL, the Moldovan Ministry of Justice coordinated with Turkish authorities and INTERPOL to facilitate facilitated his return. Radulov had fled Moldova in March 2025 after being granted conditional release, a decision later annulled by the North Appeal Court. He has been incarcerated in Chișinău’s Penitentiary No. 13 to serve a life sentence for ten murders committed by order and 11 attempted murders.
