In late August 2026, the Ministry of Energy drafted legislation to declare the modernization of thermal systems in approximately 2,000 apartment blocks across Chisinau and Balti as a matter of national public interest. This initiative seeks to establish legal easements to bypass the requirement for individual co-owner consent, which authorities claim could lead to the loss of international financing for heating network upgrades.

By early September 2026, the Cabinet rejected a separate proposal from Socialist Party parliamentarians to create a state-owned investment and modernization bank with 500 million lei in capital.
