Boris Mugoša, a Member of Parliament for the European Alliance in Montenegro, has initiated parliamentary actions to address concerns regarding government budget allocation and expenditure. Initially, Mugoša called for an urgent parliamentary hearing scheduled for September to address the exhaustion of funds intended for the employment and support of persons with disabilities. He criticized the Ministry of Finance for insufficient budgeting, noting that funds intended for the full year are frequently depleted by mid-year. Mugoša has sought to compel the government to reallocate funds from what he termed “unproductive expenditures” to support social inclusion. Subsequently, Mugoša expanded his scrutiny to the government’s use of funds for consultancy services and service contracts. Citing findings that suggest budget items are being misused for tasks that already have established positions within the workforce, he highlighted that annual allocations for service contracts are approximately 15.5 million euros, while consultancy services account for roughly 50 million euros. He noted that previous legislative attempts to redirect these funds toward social welfare, employment support, and economic competitiveness have been repeatedly rejected by the parliamentary majority. In a recent development, Mugoša announced formal plans to initiate a parliamentary hearing to investigate these expenditures, alleging that the use of these funds violates legal regulations by covering roles that should be filled by permanent staff. Minister of Public Administration Maraš Dukaj expressed support for the initiative, describing it as an “excellent mechanism” to provide transparency and allowing for a comprehensive review of all employment methods used outside of standard procedures.
