Montenegro is implementing digital initiatives to modernize its financial management and increase public engagement with state finances. In mid-September, Finance Minister Novica Vuković announced plans to issue new retail bonds through a dedicated digital platform and mobile application. This initiative, developed in collaboration with the Croatian Ministry of Finance, aims to direct liquid assets toward national development and manage public debt more strategically. The move follows a successful 50 million EUR pilot issuance. By late September, the government expanded its digital fiscal agenda by adopting the ‘Public Financial Management Reform Program for the period 2027–2031’. This program includes the creation of a ‘Budget for Citizens’ (Budžet za građane) transparency platform. Designed to meet European regulatory requirements, the platform will allow citizens to track state revenues and expenditures on infrastructure and public services over the next two years.
