Montenegro foster care abuse and trafficking case

Overview

Police in Cetinje, Montenegro, arrested a married couple, identified as Š. K. and A. S., on suspicion of human trafficking and domestic violence involving three minors aged 8, 13, and 15. Investigations indicate the abuse began in January 2022, during which the suspects allegedly used physical violence and threats to prevent the children from reporting the abuse to social workers.

The eldest child was reportedly exploited for labor, forced to perform heavy physical work in private homes and catering facilities to settle family debts, which deprived the minor of an education. The younger children were allegedly used for housework and childcare.

Following the arrests, the Center for Women's Rights criticized the state for failing to protect the children. The Center stated it had provided both written and oral warnings to relevant institutions as early as February 2022 regarding the foster parents, but these warnings were not effectively acted upon. The victims, whose mother was a victim of femicide, have been moved to a safe location.
