The Nikšić Basic State Prosecutor's Office investigated citizens who filmed Police Administration Director Lazar Šćepanović’s official vehicle; while no official crimes were found, the act was deemed unauthorized photography. This investigation drew criticism from the Human Rights Action (HRA), which described the police response as ‘disproportionate harassment’ and a violation of freedom of expression. Recent legal proceedings have further complicated the landscape of institutional accountability. Former Chief Special Prosecutor Milivoje Katnić is currently on trial regarding allegations of aiding the Kavač criminal organization. Additionally, Montenegrin courts have moved against other individuals, including imposing supervision measures on Julija Kušnarova for suspected medical malpractice and Dražen Lakićević for illegal trade, alongside a criminal report against a former public bailiff for alleged fraud involving falsified documents.
