Employees of Montenegro’s State Audit Institution (DRI) have escalated industrial action following a failed warning strike. Initially, workers launched a warning strike to demand higher salary coefficients and adequate office space, urging the government to implement a parliamentary conclusion by September 30. After the warning strike failed to prompt action from the DRI Senate or the Government of Montenegro, employees scheduled a general strike to begin on October 5, 2026. The strike committee alleges that the government has reduced approved funds for two consecutive years and that the Ministry of Finance twice refused to approve the DRI’s rulebook regarding auditor salaries in 2025. The general strike will result in the suspension of was set to suspend all audit-related activities, including the planning, execution, and reporting of audits. This stoppage specifically impacts the audit of the Draft Law on the Final Account of the Montenegro Budget for 2025. On October 12, 2026, DRI employees suspended the strike following a government agreement to align their salary coefficients with those of basic and misdemeanor court judges. While this resolves the coefficient issue for the remainder of the year, the DRI Union noted that long-term material and professional status remains unresolved. The union is calling for the implementation of new salary coefficients starting January 1, noting that the DRI Senate has included these funds in the 2027 budget proposal, a move which received unanimous support from the Assembly of Montenegro’s Committee on Economy, Finance, and Budget.
