The Moroccan Competition Council has been actively regulating national markets through enforcement and advisory roles. In its 2025 annual report, the Council documented the issuance of 202 decisions and opinions, including over 43.385 million dirhams in fines across six contentious cases. These cases primarily addressed economic concentration, including suspected anti-competitive practices in the clinker and digital food delivery markets. In its advisory capacity, the Council has addressed various economic sectors, including construction materials and food distribution. Regarding pharmaceutical pricing reform, the Council has urged a cautious, methodical approach to government proposals. While supporting goals of increased patient access and insurance sustainability, the Council warned that price reductions must not trigger product shortages. To mitigate risks, the Council recommended conducting comprehensive impact studies and strengthening the Moroccan Agency for Medicines and Health Products to monitor stocks. More recently, the Council is being positioned as a critical institution to safeguard the national economy and citizen purchasing power. Dr. Mohammed Bencadour, founding president of the National Federation of Consumer Protection Associations in Morocco, stated that the Council must transition from a theoretical regulatory authority to a decisive actor capable of enforcing strict economic logic. Its mandate focuses on three strategic pillars: enforcement to prosecute practices like price-fixing and market sharing, prevention through the evaluation of mergers and acquisitions to avoid excessive monopolies, and consultation to provide guidance to government and legislative bodies.
