A dispute has emerged in Morocco regarding registration fees for the “flexible timing training” (التكوين بالتوقيت الميسر) educational model, intended for working professionals. The Forum of Moroccan University Presidents has defended the fees, stating the system is legally grounded and does not violate the principle of free public education for regular students. They noted that while bachelor’s degree fees remain unchanged, master’s fees have been reduced. Regarding doctoral studies, which can cost up to 20,000 dirhams annually, presidents explained that 60% of revenues are dedicated to research and professor compensation, while 40% are allocated to management and investment. To mitigate financial strain, universities offer payment facilities and exemptions for minimum-wage employees. In response, the National Coordination of Employees and Workers Subject to Flexible Timing, alongside labor unions like the Moroccan Union of Workers (UMT) and the Moroccan Confederation of Democratic Labour (CDT), has organized protests. Critics argue that Law 59.24, specifically Article 81, imposes fees that effectively “commodify public education” and violate constitutional rights to equality.
