A dispute has emerged in Morocco regarding registration fees for the “flexible timing training” (التكوين بالتوقيت الميسر) educational model, intended for working professionals. The Forum of Moroccan University Presidents has defended the fees, stating the system is legally grounded and does not violate the principle of free public education for regular students. They noted that while bachelor’s degree fees remain unchanged, master’s fees have been reduced. Regarding doctoral studies, which can cost up to 20,000 dirhams annually, presidents explained that 60% of revenues are dedicated to research and professor compensation, while 40% are allocated to management and investment. In response, the National Coordination of Employees and Workers Subject to Flexible Timing, alongside labor unions like the Moroccan Union of Workers (UMT) and the Moroccan Confederation of Democratic Labour (CDT), has organized protests. Critics argue that Law 59.24, specifically Article 81, imposes fees that effectively “commodify public education” and violate constitutional rights to equality. By early September late August 2026, student employees held demonstrations in front of Parliament, describing the unrest costs as “unimaginable and illegitimate.” Unrest escalated in September with a “week of anger,” administrative boycotts, and national strikes organized by university staff unions. These unions also demanded salary increases and administrative boycotts. On September 28, the National Coordination implementation of Employees and Wage Earners under Flexible Timing announced a new basic statute. As of late October, the National Coordination has called for further national protest protests, including a demonstration scheduled for October 4, November 1, 2026, in front of the Parliament in Rabat.
