In mid‑July 2026, Spain and Morocco clashed over the status of Ceuta and Melilla, reviving historic tensions linked to Western Sahara. A Moroccan incursion on 1 August displaced more than 100,000 residents and coincided with a massive arrival of African migrants, which Spain called an invasion. While the United States characterized the migration surge as a “hybrid attack,” Moroccan officials have maintained that relations with Spain remain strategically close. By early September, diplomatic friction intensified. Spanish Foreign Minister José Manuel Albares reaffirmed that Spain will never negotiate its territorial integrity, warning that Moroccan claims regarding Ceuta and Melilla “degrade the bilateral relationship.” Moroccan Foreign Minister Naser Burita responded by suggesting such claims were made by party representatives in an electoral context rather than as official government positions. Domestically, the crisis has fueled political division regarding the status of Western Sahara. On 12 September, the Spanish Congress of Deputies approved a bill to create a special pathway to Spanish citizenship for Sahrawis born in Western Sahara before 29 September 1977, as well as their first-degree descendants. The legislation, which passed with 168 votes in favor, 31 against, and 145 abstentions, now moves to the Senate. The measure allows eligible individuals to apply for nationality via ‘carta de naturaleza’ without standard residency requirements, and reduces the residency requirement from ten years to two years for Sahrawis already residing in Spain.
