Mozambique Bar Association regulatory and access challenges
Overview
The Mozambique Bar Association (OAM) has faced challenges regarding legal access and professional regulation in Niassa province.
In late August 2026, prison authorities in Lichinga blocked a scheduled ‘Justice Caravan’ lecture at the Niassa Provincial Prison. Despite prior approval, officials canceled the event once they became aware of the presence of journalists and prohibited the use of mobile phones and photography. The lecture was intended to educate inmates on pretrial detention and the protection of fundamental rights.
Following these events, the OAM reported issues with clandestine, unauthorized law offices operating in the Lichinga district, which leave citizens vulnerable to fraud. Additionally, the OAM National Council issued new regulations to address digital misconduct. These rules prohibit the improper use of social media for the commercialization of legal services and restrict the use of professional attire, such as the legal robe, to court proceedings and authorized institutional activities.
