In October 2026, the National Association of Teachers (Anapro) in Mozambique expressed frustration over unpaid overtime dating back to 2022 and a shortage of school materials. Spokesperson Marcos Mulima noted a sense of desperation among educators, prompting Anapro to request an audit of public accounts by the Administrative Court. In response to these grievances, President Daniel Chapo pledged to invest in school infrastructure, teacher training, and inclusive learning environments. He acknowledged challenges regarding teacher career development and instructed the Ministry of Education and Culture to address overtime payment issues. Following these developments, the government drafted the 2027 Economic and Social Plan and State Budget (PESOE). This proposal includes plans to hire 2,920 teachers and 43 early-childhood educators, as well as providing over 23,000 school desks to support the education sector. By late October 2026, the Ministry of Education and Culture announced plans to regularize administrative acts for more than 82,950 teachers. Minister Edson Macuácua stated the initiative aims to unlock career progressions for educators in salary levels 1 through 11, addressing delays dating back to 2021. In an initial phase, 5,920 employees are awaiting formal approval for salary corrections. Regarding overtime, the Ministry committed to resuming payments for 2023 debts owed to approximately 29,466 teachers. The government intends to settle this debt in three installments, depending on financial availability. While 24,933 affected teachers have received partial payments, 4,533 have received none. Efforts are also underway with the Ministry of Finance to validate overtime debts accumulated between 2024 and 2026.
