Mozambique is advancing its energy sector through infrastructure development and technical training initiatives. Following a memorandum with TotalEnergies, the Mozambique LNG Academy was established to train 260 technicians for the Afungi LNG project. While the Ministry of Education and Culture selected the Industrial and Commercial Institute of Matola for initial theoretical instruction, the decision faced criticism from the civil society group FOCADE, which argued that training should be based in Pemba to ensure local content benefits host communities directly. In Pemba, the Empresa Nacional de Hidrocarbonetos (ENH), in partnership with Concord Safety, has broken ground on a Marine & Safety Center to provide international certification and specialized technical training for offshore and onshore oil and gas operations. Concurrently, the Companhia do Pipeline Moçambique-Zimbabwe (CPMZ) is expanding the Beira-Feruka pipeline. On September 2, 2026, Presidents Daniel Chapo of Mozambique and Emmerson Mnangagwa of Zimbabwe broke ground on the expansion project in Nhamatanda. The initiative aims to increase the 294-kilometer pipeline’s annual transport capacity by 67%, from 3 million to 5 million cubic meters by the end of 2027. This upgrade will allow for the transport of approximately two billion additional litres of fuel annually, securing diesel, gasoline, and aviation fuel for Mozambique, Zimbabwe, and regional neighbors including Zambia, Malawi, Botswana, and the Democratic Republic of Congo. The project includes the construction of new pumping stations in Nhamatanda and Messica. Long-term plans include feasibility studies for a larger-diameter pipeline to meet projected demand through 2050, with potential capacity reaching 12 million cubic meters.
