Namibia is advancing its digital transformation through the integration of government services and the development of national instant payment systems. The government has launched the National Public Key Infrastructure (PKI) to establish an interoperable environment for secure identity verification and electronic signatures across public and private sectors. Simultaneously, the financial sector is expanding via Instant Payments Namibia (IPN), a subsidiary of the Bank of Namibia. This initiative introduces the Namibia Instant Payment Solution (IPS) to connect banks and payment providers, facilitating person-to-person and merchant transactions through the consumer-facing brand WayaMe to promote financial inclusion. Building on these efforts, the nation has launched DigiNam, a national digital trust system designed to streamline government services. Through the National Public Key Infrastructure (NPKI), citizens can securely prove their identity and sign documents online, reducing the necessity for physical document submission or in-person visits. As part of this rollout, the Ministry of Home Affairs, Immigration, Safety, and Security has become the country’s first accredited certification service provider via the Communications Regulatory Authority of Namibia (CRAN). This accreditation allows the ministry to manage digital certificates and public keys, facilitating electronic identity (e-ID) services. Minister of Home Affairs Lucia Iipumbu stated that the next phase must focus on connecting isolated systems to improve service delivery by establishing common technical and security standards to ensure interoperability while protecting citizen privacy.
