Namibian pension system developments

Namibia is addressing various aspects of its pension systems, involving both long-term structural planning and immediate administrative resolutions.

On a structural level, the government is deliberating the architecture for a National Pension Fund (NPF). This proposed earnings-related, defined-benefit social-insurance scheme aims to provide retirement security through compulsory participation for formal-sector workers and voluntary participation for the informal sector. The initiative seeks to operationalize provisions from the Social Security Act 34 of 1994, with technical assistance from the International Labour Organization.

Simultaneously, the Ministry of Gender Equality and Child Welfare is working to resolve payment delays affecting approximately 15,785 old-age pensioners. These delays resulted from a beneficiary verification audit intended to update outdated identification and proof of life records. To clear the backlog, the ministry is utilizing overtime and temporary staff, with the goal of reinstating all affected beneficiaries and issuing payments—which include a recent increase to N$1,700—by the end of October.
