Overview

The Dutch government has announced plans to prohibit employers from deducting housing costs from the minimum wages of labor migrants, a policy intended to take effect on July 1, 2028.

Minister of Social Affairs and Employment Hans Vijlbrief presented the proposal to the House of Representatives to prevent employers from using housing deductions as a “profit model.” Under current regulations, employers can withhold up to 25 percent of the gross minimum wage for housing, provided standards are met. However, investigations indicate that maximum deductions are frequently applied even when accommodation quality does not justify the expense.

The proposed change aims to ensure migrants pay fair prices for housing, reduce their dependency on employers, and simplify oversight by the Netherlands Labour Authority in verifying legal minimum wage compliance.
