New York counties are evaluating fiscal measures to address potential funding gaps and rising costs associated with the Supplemental Nutrition Assistance Program (SNAP). Initially, local governments considered property tax increases to offset projected state costs that could exceed $1 billion annually to maintain the program.

Subsequent developments highlight specific administrative challenges stemming from federal policy changes. Starting October 1, the administrative cost share for New York is expected to rise from 50 percent to 75 percent. The New York State Association of Counties estimates this shift will transfer $100 million in expenses to New York City and $68 million to the rest of the state. Individual counties, such as Dutchess and Putnam, have reported anticipated increases in processing costs.

Furthermore, a federal policy change scheduled for October 1, 2027, introduces penalties for states with payment error rates exceeding 6 percent. Given New York’s 2025 error rate of 12.35 percent, officials calculate that federal funding for food assistance could be reduced by as much as $1.1 billion.
