New Zealand Phillips children disappearance inquiry

A public inquiry into the disappearance of the Phillips children in New Zealand has identified systemic failures within law enforcement and child protection agencies. The investigation criticized the New Zealand Police and Oranga Tamariki for failing to adequately address risks and for underplaying the severity of the situation. Specifically, the report noted that concerns raised by the children’s mother and maternal whānau were often dismissed as mere parenting disputes.

The inquiry highlighted critical gaps in inter-agency coordination, information sharing, and risk assessment. It cited missed opportunities to act following a 2023 sighting of the family and a lack of sufficient resources during initial investigations.

In response, the New Zealand government has accepted all nine recommendations from the inquiry. Officials, including Police Commissioner Richard Chambers and Oranga Tamariki chief executive Amanda Malu, acknowledged the shortcomings. Reforms are underway, including updated missing-person policies and a revised Child Protection Protocol that recognizes prolonged isolation and deliberate concealment as forms of harm. Additionally, Privacy Commissioner Michael Webster clarified that the Privacy Act does not prevent information sharing when a child’s safety is at risk, stating, “A child’s wellbeing and safety comes first.”
