Initially, reports focused on routine elective surgeries, such as hip, knee, and cataract operations. Some regions, including West Yorkshire, implemented targets where 90 per cent of patients wait at least 16 weeks, a move officials claimed allows doctors flexibility to prioritize those at risk of clinical deterioration.
The implementation of minimum waits has since expanded to include neurodiversity assessments. ICBs are introducing waiting periods for ADHD and autism diagnoses to manage high demand and rising costs. For example, West Yorkshire introduced a two-year minimum wait for assessments through NHS-funded independent providers. Other regions have reported varied restrictions, including 78 weeks in the North East and North Cumbria and 52 weeks in Somerset.
Medical professionals and advocacy groups have criticized these measures. The Royal College of Surgeons noted that delays can leave patients in pain, while GP leaders stated the waits are ‘difficult to justify’. Additionally, ADHD UK described the minimum waits for neurodiversity assessments as ‘heartless and dangerous,’ arguing they may prevent individuals from accessing essential support for mental health and stability.
