European and American authorities are implementing stricter regulations and taxation on nicotine and vaping products to combat youth addiction. In Europe, Poland has received European Commission approval for a ban on nicotine-containing disposable electronic cigarettes, effective October 2026. Eight EU member states—Belgium, Finland, France, Hungary, Latvia, the Netherlands, Slovenia, and Spain—have submitted a joint letter to European Commissioner for Health Olivér Várhelyi requesting stricter regulations. This proposal includes a ‘market freeze’ to prevent new nicotine product categories, such as tobacco-free electronic cigarettes, from entering the EU market. Other demands include bans on flavors, plain packaging, stricter nicotine concentration limits, and enhanced controls on social media advertising. While proponents argue these measures support the EU’s goal of a ‘smoke-free generation’ by 2040, over 110 health experts warn they could stifle harm-reduction innovation and protect traditional cigarette markets. In France, the Confederation of Tobacconists has criticized the government for joining the initiative without consulting industry stakeholders, citing risks of increased illegal black market activity. In the United Kingdom, a Vaping Products Duty (VPD) took effect on October 1, 2026, adding a flat rate of £2.20 to every 10ml of vape liquid. While the duty is paid by manufacturers, importers, and warehousekeepers, the final impact on consumer prices depends on whether businesses pass costs down the supply chain. To ensure traceability, the government launched the Vaping Duty Stamps Scheme; all products must carry a valid stamp by April 1, 2027. In England, proposed retail controls, such as hiding products from shop displays, aim to prevent approximately 38,000 children from experimenting with e-cigarettes. In Ireland, cigarette prices have risen above €20 per pack, and e-liquid taxes are scheduled to increase to €0.70/ml on January 1, 2027.
