The Nigerian government has initiated several strategic measures to address climate change resilience and secure necessary funding. Initially, the Federal Government submitted its National Adaptation Plan (NAP) to the United Nations Framework Convention on Climate Change (UNFCCC). This plan focuses on integrating adaptation strategies into national policy to protect vulnerable communities and mitigate extreme weather events, such as flooding. To implement these strategies, the government is targeting $500 million in climate financing to bolster resilient infrastructure. Subsequent efforts have focused on bridging the climate finance gap through improved data reliability and technical frameworks. The National Council on Climate Change (NCCC), working with the UN Environment Programme (UNEP) and the Greenhouse Gas Management Institute (GHGMI), has held workshops to improve greenhouse gas inventory and tracking. These technical improvements aim to translate the country’s Nationally Determined Contribution (NDC 3.0) targets into actionable projects, particularly within the agriculture and transport sectors. Furthermore, stakeholders are working to establish a national climate finance framework designed to unlock up to $30 billion in annual adaptation investments. This includes the development of a national taxonomy to define climate-resilient activities, a move intended to attract foreign green capital and provide financial support to rural populations, such as smallholder farmers, facing droughts and floods. Expanding these efforts to the regional level, the Presidency has unveiled the North West Climate Fund. Aiming to secure ₦20 billion over the next four years, the initiative addresses environmental challenges like flooding, drought, and migration in Northwest Nigeria. The strategy utilizes a three-pillar approach: a regional climate marketplace to attract international partnerships, a climate academy to train 10,000 young people in resilience and sustainability, and a fund to mobilize grants, impact capital, and carbon finance for renewable energy and women-led green enterprises.
