Nigeria National Pension Commission reforms
Overview
The National Pension Commission (PenCom) has initiated several reforms to the Contributory Pension Scheme (CPS) in Nigeria, focusing on expansion, increased disbursements, and stricter compliance.
Under the ‘Pension 2.0’ reforms, the commission expanded the scheme to include the Nigerian diaspora, self-employed individuals, and workers in the informal sector. This included new guidelines for managing retirement savings accounts in foreign currency and the introduction of the Personal Pension Plan. To support these changes, PenCom established a framework for accredited agents and introduced new recapitalization requirements for Licensed Pension Fund Operators.
Following these structural updates, the ‘Pension Boost 1.0’ initiative increased monthly pension disbursements for over 241,000 retirees, raising total payments from N12.15 billion to N14.83 billion to combat inflation. Additionally, a N758 billion intervention bond was used to settle federal pension liabilities dating back to 2007. To ensure regulatory adherence, PenCom implemented an automated system to calculate penalties for employers who fail to remit contributions, which can prevent non-compliant companies from obtaining Pension Clearance Certificates.
