Nigeria oil sector transparency dispute

In late July 2026 the Socio‑Economic Rights and Accountability Project (SERAP) filed a lawsuit (case FHC/ABJ/CS/1426/2027) in Abuja’s Federal High Court demanding that the state‑owned Nigerian National Petroleum Company Limited (NNPCL) account for more than ₦211 trillion recorded in its 2023 audited statements under “Sundry Receivables” and “Accrued Expenses”. SERAP seeks a mandamus order, detailed reconciliations and documentation of debtors, creditors and recovery efforts, invoking public‑interest and human‑rights statutes. NNPCL has not yet responded.

On 2 August 2026 the chief executive of the Nigerian Upstream Petroleum Regulatory Commission, Oritsemeyiwa Eyesan, called for deeper industry collaboration, transparent regulation and digital tools after the 2025 licensing round, which awarded 31 companies 37 oil‑gas blocks and projected an addition of about 500 million barrels to reserves. Oil‑sector professionals and petroleum economist Prof. Wumi Iledare urged an independent investigation into both NUPRC and the Nigerian National Petroleum Corporation (NNPC), citing alleged insider influence and opaque contract awards, and pressed for faster reforms and clearer licensing processes.

These developments extend earlier joint statements by oil‑and‑gas professionals urging an independent inquiry into NNPC and NUPRC, highlighting escalating concerns over financial opacity and governance in Nigeria’s oil sector.
