The Jigawa assembly has formed a committee to examine the amendments and intends to consult with civil society and traditional rulers.

The proposed framework maintains the Nigeria Police Force as the federal service, with the federal police remaining the default service in any state until a state police service is lawfully established and certified. Additionally, the amendment empowers the National Assembly to prescribe national minimum policing standards to ensure operational independence, human rights protections, and civilian control. To amend the 1999 Constitution, the bill requires concurrence from at least 24 of the 36 state assemblies.
