Nigeria’s Office of the Tax Ombud (OTO), led by Dr John Nwabueze, has expanded its capacity to address taxpayer complaints and curb multiple taxation. In its first three months, the office reported receiving over 20 genuine complaints, many involving state revenue services. Eight of these were resolved within the statutory 14-day period. To manage complex disputes, including potential digital-asset taxation, the OTO has added accountants and legal experts to its staff. The office has implemented a digital complaints portal, a case-management system, a toll-free call centre, and an SMS callback service. To increase accessibility, the OTO is working to establish zonal offices across Nigeria’s six geopolitical zones, with discussions underway with state governments to launch at least three new locations. Furthering its mission to define standards for fairness and transparency, the OTO announced plans to launch a Taxpayer’s Bill of Rights and Obligations. During stakeholder engagements in Abuja, Nwabueze called on revenue-generating agencies to appoint dedicated liaison officers to assist in resolving administrative and procedural complaints. Strategic partnerships have recently expanded the OTO’s reach. A reach, including a collaboration with the Oil and Gas Free Zones Authority (OGFZA) aims to improve the resolution of resolve grievances regarding taxes, levies, regulatory fees, and customs duties within Nigeria’s oil and gas free zones. This initiative supports President Bola Ahmed Tinubu’s ‘Renewed Hope Agenda’ by promoting voluntary compliance and increasing the tax-to-GDP ratio. Additionally, In Kaduna State has partnered with the OTO to protect taxpayer rights and provide mediation services. State, Governor Uba Sani noted has highlighted the impact of tax reforms, noting that such a transparent system is vital for economic competitiveness. the state’s monthly internally generated revenue has risen from approximately ₦4 billion to ₦10 billion. This follows reports of significant national reports that revenue growth, which reached approximately N21.6 ₦21.6 trillion in the first half of 2026, a 49 percent increase over the previous year. During the 160th meeting of the Joint Revenue Board, officials noted that reforms have consolidated over 50 collection items into nine sub-heads, reducing the burden on low-income earners and micro-scale businesses.
