Nigerian economic and fiscal reform initiatives
Overview
Nigeria continues to implement economic, fiscal, and monetary reforms aimed at fostering sustainable growth. Following the removal of fuel subsidies and the unification of foreign exchange windows, the administration under President Bola Tinubu has expanded initiatives to support small businesses and transition toward a credit-based economy.
The National Credit Guarantee Company (NCGC) has facilitated N46.95 billion in loans for 67,512 beneficiaries during its first year, supported by N21.59 billion in guarantees. This program has enabled over 22,000 Nigerians to enter the formal credit system for the first time. Recent financial data indicates a shift in the sector, with private-sector credit rising to N84.55 trillion in August, while government credit decreased by N7.33 trillion. This follows a N4.65 trillion bank recapitalization effort intended to support Nigeria’s goal of a $1 trillion economy.
To reduce operational costs, the administration has established 21 MSME hubs across 19 states and the FCT, providing shared access to equipment and infrastructure. These hubs are currently supporting approximately 650,000 jobs. Additionally, the Bank of Industry reported disbursing N645 billion to MSMEs in 2025, impacting roughly 1.6 million jobs.
Legislatively, President Tinubu has sought approval for a National Research and Development Fund to centralize scientific innovation funding. Meanwhile, the Ministry of Marine and Blue Economy reported that its agencies generated N1.83 trillion in revenue in 2025. While business leaders like Femi Otedola have expressed confidence in the reforms, citing increased foreign direct investment, some critics remain concerned regarding fund transparency and the burden of student loans.
