Nigerian oil pollution regulation and remediation

Overview

Efforts to address environmental degradation in Nigeria’s oil-producing regions have moved toward both increased remediation funding and stricter legislative enforcement.

In Ogoniland, Rivers State, the House of Representatives Committee on Host Communities has called for additional capital to complete the Hydrocarbon Pollution Remediation Project (HYPREP). Committee Chairman Hon. Dumnamene Dekor noted that while initial funds served as a take-off grant, more resources are needed for complex remediation sites. The committee is also initiating a bill to expand cleanup operations to other oil-polluted communities across the Niger Delta.

Concurrently, the Nigerian Senate passed the National Oil Spill Detection and Response Agency (Establishment) Act (Amendment) Bill, 2026. This legislation aims to grant the National Oil Spill Detection and Response Agency (NOSDRA) enhanced enforcement powers, including heavier fines and criminal sanctions for oil spills. Senate Chief Whip Tahir Monguno stated that existing penalties were insufficient to deter offenders, and the amendment seeks to protect the livelihoods of residents in the Niger Delta whose fishing and farming activities have been impacted by pollution.
